Your guess is as good as to mine as to what this was used for.
What it is now of course is a beautiful piece of unusual ironwork.
It has a surface rust but no meaningful corrosion.
Let's be honest whatever it was made for it would be a thoroughly useful addition to a fireplace with the long shaft and hook meaning it can be used to rearrange logs and double up as a poker.
